Operation Mirador began in January 2022 to strengthen the military presence along the northern borders of Benin with Burkina Faso and Niger. Military officials deployed approximately 3,000 soldiers to these regions to carry out the mission. These security forces have since integrated civil-military actions into their operations to engage with local populations. Official records indicate these specific civil-military efforts reached a total of approximately 63,600 beneficiaries. The expansion of these outreach programs continues to define the scope of the operation across the northern territory.
Scope of Regional Activities
Military forces conducted 73 civil-military activities between January 2025 and October 2026. These operations took place across 18 communes located within the Atacora, Alibori, and Borgou departments. Personnel integrated these outreach efforts into the broader mission to engage local populations throughout the northern territory. The program focuses on expanding interactions between security forces and residents in these specific regions. Each activity serves as part of the ongoing mission to maintain regional stability in the northern parts of Bénin. Authorities continue to track the distribution of these initiatives across the three departments to monitor the reach of the civil-military strategy.
Medical and Hydraulic Infrastructure
Medical campaigns conducted by Operation Mirador forces since January 2025 have provided treatment to 21,607 patients. These healthcare initiatives represent 17 distinct outreach events organized to provide services to local populations in the northern regions of Bénin.
Hydraulic projects designed to improve water access have also reached completion during this same period. Military personnel finalized 10 separate infrastructure installations, which now serve approximately 34,000 inhabitants. These projects aim to address basic needs for residents within the areas where security forces maintain a presence. Authorities continue to monitor the impact of both the medical and hydraulic components as part of the broader civil-military mission.
Collaborative Governance and Support
Five civil-military committees now oversee the implementation of local initiatives within the northern regions of Bénin. These committees consist of military personnel, prefects, mayors, and civil society representatives. Participants in these groups approved and executed 30 projects aimed at addressing community needs through direct collaboration.
Operation Mirador receives technical and material support from two international partners, Spirit of America and Strategic Stabilization Advisors. These organizations provide assistance to the civil-military committees as they coordinate activities across the departments of Atacora, Alibori, and Borgou. The involvement of these partners remains integrated into the mission’s efforts to maintain regional stability through the interaction of security forces and local populations. Authorities continue to document the progress of these 30 projects to assess their role in the broader civil-military strategy.
